Cardio. Do some fat burning exercises. Don’t just do situps, cuz all that is going to do is build muscle under the fat. Go for walks at a brisk pace. Go jogging, ride an elliptical.
But, when you’re done exercising, don’t eat. Exercise makes you hungry, so if you eat after you exercise, you’re essentially undoing everything you just did. If you’re hungry, drink a glass of water or chew some gum.
Exercise early in the morning to get your metabolism working, and have a nice big balanced breakfast. Eggs, ham, good stuff. Eat a few small, healthy snacks throughout the day. A fruit, water (no soda or sugary drinks), have a small healthy lunch, a few more SMALL snacks, and then finish with a small dinner.
And you gotta stick with it.

hold onto the bar, bending your arms to a 90 degree angle so that you are holding yourself up, pull your knees up to your chest slowly and slowly release them as far back as you can, do about 3 reps of 10, 3x a day… it helps
Crunches are more effective and are less pressure on your back and. And of course don’t forget to have a balance diet. Just because you work you stomack doesn’t mean you can eat whatever you want.

It does a bit of both actually, when you do sit ups, you are tightening the muscles in your stomach and the muscles will show more if you work them through the fat. Also getting a flat stomach requires fat burning, this can be done through cardio which is basically running/swimming/bicycling/sports, whatever you can do to help your heart get moving. Doing this along with eating healthy, and you are good.
Sit-ups will build up your abs. Unfortunately it will not get rid of the layer of fat over the abs. So you might do week after week of sit-up and feel like you’re not getting any results.
To get rid of the fat you need to do a slower exercise. Fatty tissues takes awhile to breakup.
Think of it this way, all of a sudden you break into sprint. You’re body freaks out, it needs energy and it need it’s it now to compensate for your sudden exercise. It goes for the first thing that it can find, which is the easily dissolvable sugars you just ate.
But Today you decide to go for a long walk, take it easy on your body. You’re body is chill too, it feels like it gots sometime, and doesn’t need the energy right away. As a matter fact your body decides it has enough time to break up some of the fat it has been storing in your things and use that for energy.
So walking and slower exercise give your body time to break up the fat and use it as energy.
Try walking, yoga, pilates to lose the fat and then sit-ups and crunches to tone and build the muscles.
