Probably not the answer you want to hear, but it’s the truth. You can NOT "spot reduce" fat on your body.
For example, if someone has flabby arms, legs, and belly, they can’t do arm exercises and expect to have nice skinny arms with barely any fat, while the rest of their body still has tons of excess fat.
You’ve got to reduce your overall fat level. You can build muscle a little bit in areas to make it look better, but the fat will still be there.
As for the best way to reduce fat, it’s diet and hard exercise. I recommend the Zone diet by Dr. Barry Sears (in short, 40% calories from carbs, 30% from protein, 30% from fat. Yes, fat. Fat is good for you (not french fry fat), and necessary for both fitness and fat loss (surprise!!)). And for exercise, find a high intensity functional training, one that both builds some muscle, and cooks off excess energy. I recommend Crossfit, anyone from Veteran Navy Seals all the way to Grandma Mildred use it, they just scale it to their ability. I’m not going to go into a long plug here, but suffice to say, it’s the best I’ve seen, and I’ve tried it all. I’m a competitive speedskater, and it’s made all the difference for me in terms of getting rid of excess weight (5g’s around a corner is a lot when you’re packing an extra 20 lbs).
Go and buy a fit ball from your local sports shop. It comes with a booklet that shows you different exercises to do on it. You should also be able to ask the people there, to show you how to use one, as balance is required, hehehe.

Try something Arnold Scwarzenegger calls "vacuums". Get on all fours & suck in your tummy. Try to suck it all the way to your backbone! Hold as long as youcan – shoot for 30 seconds. Do a couple daily. If this gets easy try it sitting & then standing.
Also, just consciously hold you stomach in. Keep it tight, when you think of it. That trains your stomach muscles to be tight.
I get asked this one here in the gym all the time. The very best exercise to do is called the plank.

Lie on your front then prop your head up as if you were reading a book on the beach but not with your hands on your chin, your arms from the elbow to your finger tips need to be flat on the floor. Now you raise your whole body on your tip toes so that your point of contact with the floor is your toes and forearms.
Make sure your body is straight and hold. Work your way up to holding this position for a minute at a time 3 times per day. This will work the key transverse abdominal muscles which are under what people normally call abs and will pull them backwards thus flattening your tum tum.
that is the single best exercise for a flatter tummy and don’t let anyone tell you different.
The best way to get a flat tummy is simply to lose weight. Your body does not lose weight preferrentialy in any areas so you will just find it flatens off as you lose weight. Have a look at http://www.alfitness.com.au is a cool weight loss site I came accross that tells you how many calories you can eat and provide both meal and exercise plans.
