Building bulk in your butt muscle is exactly the same as bulking up any other muscle.
You need to do exercises that ‘isolate’ the muscle, against really heavy resistance.
The ‘classic’ buttock exercises are Good Mornings and Deep Squats.
You can also work them on the mat, with Superman Leg & Arm Lifts. This exercise just uses the weight of your own leg, but by tensing the muscle hard at the top of the movement, you will make it work strongly enough to stimulate ‘hypertrophy’ (bulking).
You don’t want to try to gain weight to improve the shape of your butt.
There are many exercises you can do at the gym that will build muscle in the gluteus maximus and minimus that will do what you want.
At home you could lie on the floor on your belly and do leg lifts as high as you can-about ten each leg. After a week or so you might be able to increase the count, but the first three days you will really feel like ten is too much!
After the first week or two you could add ankle weights to make those muscles work more.
While you are down there, roll over to your side and do leg lifts straight out from the hip. That will help the (?) muscles running along your rib cage and reduce your waist and thighs too. What the heck? Couldn’t hurt! (much)
Don’t get suckered into buying a padded butt girdle. Exercise is your best bet. Better for your health too.
